Some of the key developments in the accidental bombing of Canadian soldiers in Afghanistan, in which four were killed and eight injured:

April 18, 2002:
U.S. pilots Maj. Harry Schmidt and Maj. William Umbach fly over Tarnak Farm range near Kandahar. They see gunfire and believe it is hostile action. Schmidt drops a 225-kilogram bomb on the Canadians who are carrying live-fire exercise. Accident happened in darkness at 1:55 a.m. local time (it was still April 17 in Canada because of the time difference).

HALIFAX (CP) - The pilot who killed four Canadian soldiers in Afghanistan has failed to win extra time to decide if he'll risk a court-martial to clear his name.

The U.S. military rejected a request by the pilot's lawyer, Charles Gittins, to have a deadline extended several days beyond Wednesday, while they consider their options.

Proof exists for court-martial hearing

Accused in the deaths of two officers during an attack that wounded 14 other 101st Airborne Division soldiers, Akbar saw his weeklong hearing at Fort Knox come to an abrupt end when the judge, Col. Patrick Reinert, recommended the charges should move forward. It took Reinert just more than an hour to make up his mind; he had up to a week if he needed it.

A DoD voting experiment in the 2000 presidential elections that allowed military and overseas voters to cast their ballots through the Internet will be expanded in 2004.

Beginning this fall, the Federal Voting Assistance Program hopes to get as many as 100,000 military personnel -- stateside and overseas -- their eligible dependents and U.S. citizens living outside the United States to take part in the Secure Electronic Registration and Voting Experiment (SERVE ) said Polli Brunelli, the program director. SERVE covers only those U.S. citizens who fall under the Uniformed and Overseas Citizens Absentee Voting Act (UOCVA).

The case, which stirred deep and conflicting emotions across Canada, is thought to have been the first in which United States Air Force pilots faced criminal charges for what the military calls "friendly fire." The four soldiers were the first Canadians killed in a combat zone since the Korean war.

NEW ORLEANS - A lawyer for a fighter pilot charged in the accidental bombing deaths of four Canadian soldiers said Friday the Air Force is secretly retaining manslaughter and assault charges against his client after claiming to have dropped them.

The Air Force said Thursday that a general recommended that Majs. Harry Schmidt and William Umbach not face courts-martial, but also recommended that Schmidt face two criminal counts of dereliction of duty in a nonjudicial hearing.

Major Harry Schmidt's lawyer says the Air Force tried to mislead the press and the public by claiming to have dropped manslaughter and assault charges against his client while secretly retaining them.

Yesterday, the Air Force said a general was recommending that Schmidt and Major William Umbach not face courts-martial, and that Schmidt face two criminal counts of dereliction of duty in a non-judicial hearing.

The GAO, http://www.gao.gov, released a report yesterday on the effects of Anthrax vaccinations on US military personnel. The report, ANTHRAX VACCINE: Preliminary Results of GAO's Survey of Guard/Reserve Pilots and Aircrew Members, report GAO-01-92T, details the physical side effects from the Anthrax vaccine as well as the sociological effects the vaccine has had on the decisions of military personnel to avoid having to take the vaccine. The Department of Defense's (DOD) Anthrax Vaccine Immunization Program began vaccinating 2.4 million active duty and reserve members in 1998.

(KRT) - ST. LOUIS - The Air Force will spare Harry Schmidt and a fellow pilot in the Illinois Air National Guard from courts-martial for the friendly-fire bombing of Canadian soldiers in Afghanistan last year.

At an Article 15 session, a commanding officer serves as both judge and jury and typically finds the defendant guilty. The maximum punishment is limited - loss of a month's pay (deducted over two months) and confinement to quarters for 30 days.

FORT KNOX, Ky. - Several days before the fatal grenade and gunfire attack on March 23 at Camp Pennsylvania in Kuwait, 1st Lt. John W. Evangalista was concerned that one of his soldiers was ''depressed and suicidal.''

The soldier was Sgt. Hasan Akbar of Alpha Company, 326th Engineer Battalion. Akbar is charged with the attack that killed two and injured 14.

He said the state of legal limbo that exists for those at Guantanamo is the result both of haphazard circumstance as well as the astute legal maneuvering of prosecutors in the Department of Defense. Prosecutors claim that while the United States asserts a claim to the base at Guantanamo as U.S. territory, its sovereignty is in question and therefore those held there are not subject to American laws or constitutional protections, and that, in fact, no court has jurisdiction to hear the cases of the detainees.

Former army soldier chaged with slayings in Florida, Georgia -- at least one while on active duty

The Associated Press - JACKSONVILLE, Fla.

She said Durousseau was discharged from the Army after being found in possession of stolen goods. Before that, he was cleared of rape in a court-martial at Fort Benning, she said.

The Georgia victim was Tracy Habersham, whose nude body was found Sept. 7, 1997, by someone walking a dog near the neighborhood where the 26-year-old grew up. She was last seen two days earlier at a party at a Fort Benning, Ga., club. Police had believed she was strangled shortly after the party.

Durousseau was in the Army in Georgia at the time, investigators said.

SEOUL - Thousands bowed their heads across South Korea on Friday on the first anniversary of the death of two young girls killed by a U.S. military vehicle.

The protests intensified after two sergeants involved in the accident - in which the girls, who were walking in the road, were struck by an M60 Armored Vehicle Launched Mine Clearing Line Charge (AVLM) as it rounded an uphill curve - were acquitted in November in a U.S. military court. Koreans demanded they should have been tried in a South Korean court, but the status of forces agreement gave the case's jurisdiction to the U.S. military.

GILA BEND - An F-16 fighter jet based at Luke Air Force Base crashed yesterday near Gila Bend, a base spokesman said.
The pilot, Capt. Scott Arbogast, ejected safely and was examined by medical officials, said 1st Lt. Jeff Clark, a spokesman for the base west of Phoenix.

One suspects if we had a super carrier sink once every three years without explanation folks would take more notice. But a plane here, a plane there...no big deal. Maybe if it were reported 100 Boeing 737s augured in every year, it would resonate. Each one of these single engine high-performance F-16 costs about $20 million to put on the flight line. 300 in 3 years pencils out to $6 billion. That's not to mention the increase on life insurance policies for the F-16 pilots. Two crashes in a week!! Time to ground the fleet, investigate, and report to us all.

Conduct unbecoming an officer is outlined in Article 133 of the Uniform Code of Military Justice. Examples of offenses covered by the article range from knowingly making a false official statement to being drunk and disorderly in a public place to "committing or attempting to commit a crime involving moral turpitude," according to the code.

"One can only speculate as to what Capt. Ford did, because Article 133 is so broad," Johnson said.

However, Mr. Thompson has been subsequently denied substantial constitutional protections now that his case is relinquished to military authority. Policy Shift on Handling of Complaints at Air Force Academy

WASHINGTON, June 6 - Vincent Mountjoy-Pepka, whose daughter, Kira, has reported being raped by a cadet, called today's changes a "shadow show" and said little would change. Mr. Mountjoy-Pepka accused the academy of acting solely to shift attention from the actions of its former commandant of cadets, Brig. Gen. S. Taco Gilbert III, whom Air Force officials replaced in April.

Detainee death chamber studied

At Guantanamo, prison-camp spokesman Lt. Col. Barry Johnson said authorities have started preparations for the trials. Several old offices at the base are being spruced up for use as courtrooms, and base commanders are discussing a permanent facility to house prisoners for years. In addition, Johnson said, the base command has discussed building a death-row facility and a chamber for execution by lethal injection.

Some charges dropped in Akbar case

FORT CAMPBELL, Ky. - Military officials have dropped some of the charges against a soldier accused of a grenade attack on his comrades in Kuwait during the war in Iraq.

Two soldiers were killed and 14 injured in the March 23 attack on members of the 101st Airborne Division. Military authorities have not outlined a motive.

TOKYO — U.S. Ambassador to Japan Howard Baker expressed sympathy Tuesday for Charles Robert Jenkins, the American husband of former abductee Hitomi Soga, as his status as a deserter of the U.S. military puts him at risk of arrest or court-martial if he visits Japan from North Korea.

"I have a deep sympathy for the abductees and for their families and that includes Mrs Soga's husband," Baker said referring to Jenkins, 63, a former U.S. Army sergeant who is listed as having deserted in 1965.

Justice Department IG Reviews Treatment of Alien Detainees

Washington -- The Justice Department's Office of the Inspector General
(OIG) issued a report June 2 saying it found "significant problems" in
the treatment of aliens being held on immigration charges in
connection with the investigation of the September 11, 2001, terrorist
attacks in the United States.

Panel Convicts Private In Anthrax Vaccine Case

A military panel in Fort Drum, N.Y., didn't take long to return a verdict against an Army reservist Wednesday.

It took just 40 minutes to find Pvt. Kamila Iwanowska guilty of disobeying an order to take the anthrax vaccine.

Upperclassmen's power theme in AFA sex probe.

The Air Force Academy power structure, which allows upperclassmen to control freshmen cadets, has many women believing they have to do what they're told - even if it breaks academy rules, cadets said in a hearing Thursday.

Air Force Academy probe shows more Cadets disciplined

US military now turning its back on deserters

Soldiers are usually classified as deserters when they have been absent without leave for 30 days and show no intention of returning. Last year 3,800 Army soldiers deserted, meaning that the Army's desertion rate was one-sixth of what it was during the Vietnam War, when it totaled 5 percent of the rolls.
