Policy Shift on Handling of Complaints at Air Force Academy

WASHINGTON, June 6 - Vincent Mountjoy-Pepka, whose daughter, Kira, has reported being raped by a cadet, called today's changes a "shadow show" and said little would change. Mr. Mountjoy-Pepka accused the academy of acting solely to shift attention from the actions of its former commandant of cadets, Brig. Gen. S. Taco Gilbert III, whom Air Force officials replaced in April.
