Vice commandant partly blames old reporting system

Gray attributed part of the problem to a sexual assault reporting procedure implemented about 10 years ago. Under that policy, women reported rape to the academy's counseling center, which then forwarded the information to the vice commandant.

The vice commandant was prohibited from informing the commanders who oversaw the cadets about the assault allegations.
