DANGER! - Foreign troops and FEMA!

This is FEMA, not DHS nor DOD.....FEMA.
fema.gov

"..will focus exclusively on terrorism prevention and protection, as opposed to incident response and recovery."

The Federal Emergency Management Agency is now training for "terrorism prevention and protection"?

Hellloooooooooo............Prevention? Terrorism?

Remember..FEMA is answerable to the President. FEMA was created by Presidential order, not Congress. FEMA is deployed by Presidential authority, not by Congress.

Congress can't even QUESTION FEMA's deployment for six months!
