NCIS seeks $30,000 missing after hijacking

The Naval Criminal Investigative Service has no lead jurisdiction in this investigation.
The motor steamship (MS) MAERSK ALABAMA is a commercial cargo ship independently owned and operated by a private commercial steamship company.
The missing funds belong to a private concern.
The shipping company is privately insured.
The ship's crew are civilians, who are in some cases citizens of foreign countries.
Any readers out there picking up on a tread?
The Justice Department (Federal Bureau of Investigation) has taken the lead regarding jurisdiction and prosecution.
The Naval Criminal Investigation Service (NCIS) is overreaching...again!
