And knowing that the commander-in-chief can have his way with you unconstrained, unfettered, and unconcerned with any check or balance (judicial oversight for instance), military personnel are left with no way to defend against the CINC's abuses, and have to make the best deals they can for themselves and their families.

Our troops can't defend themselves, and there's no jury to protect them from the commander-in-chief, so our servicemen and women do what that can for themselves and their families to survive.
