JAG Hunter here: Political grandstanding. Rep. Smith was personally briefed on Army abuses under the UCMJ in the case of Pvt. Corey Cox in August 2002. Cox was imprisoned at Fort Lewis at the time. Smith was cavalier and dismissive. He frankly didn't care about Pvt. Cox...or any other soldier similarly put upon.
