Charges filed in Internet sale of military gear

Philadelphia Inquirer Staff Writer
U.S. Attorney Patrick L. Meehan said the stolen items - at least 539 "outer tactical vests," or OTVs, and 506 pieces of "small-arms protective inserts," or SAPIs, which fit into the vests to make them bulletproof - were stolen by current and former military personnel.
