"All of Tulsa County was placed under martial law and the right of habeas corpus was suspended by Gov. J.C. Walton whose proclamation said that a "state of lawlessness" existed here. The city had been under martial law since Aug. 14, the county south of the Frisco Railroad since three days later. The order stemmed from reports of mob floggings, some involving the Ku Klux Klan."
