Part of the rules and prohibitions specified in the five-page guidelines stated that American service members cannot rent or operate a civilian passenger vehicle of any kind for personal use. They are also not allowed to hire, rent, operate, or ride any jet ski, boat, or two-wheeled motorized vehicle of any kind. They cannot ride buses, or vehicles not authorized or approved by authorities. They also cannot ride jeepneys.
