Fayetteville Online - Army court-martial for 1985 murder already decided twice in state civilian criminal court

"Federal law allows military retirees to be reactivated for prosecution of crimes committed while they were on active duty, said Mark Waple, a Fayetteville lawyer who specializes in military law. A 1987 U.S. Supreme Court ruling allows the military to prosecute for crimes committed against civilians off military property, he said."
