Ratner, whose Center for Constitutional Rights won a victory for Guantanamo detainees in June when the U.S. Supreme Court ruled that they be allowed access to the U.S. legal system, said interrogators forced false confessions of links with the Islamic militant group al Qaeda out of the men.
